MINUTES: D.R.Y.L. Meeting, Westville PBA. October 03, ‘06

OPENING: Pres. Jusino opened the meeting at 2000 hours with the pledge of allegiance to the flag. The

League was welcomed to Westville PBA by Mr. Ben Lewitt. A moment of silence was observed for the passing

of a long time member of Westville PBA.

Special Presentation.NJ State Police Trooper Brian McGuire, Marine Div. discussed various aspects of new

initiatives including generating a data base of yacht clubs and marinas along the river in order to advise owners

should there be an emergency at the facility. Trooper McGuire distributed forms for those interested to

complete and return via the League Secretary. He also mentioned that the individual recreational boater is a

great source of information should they be inclined to report their observations to the NJ State Police MD. He

also mentioned the importance of the operation of recreational vessels with the correct # of PFDs and other

safety equipment.

Roll call of officers and committee heads: Officers, all present. All Comm. Hds present except Toni

Nespola, Pageant.

Roll call of clubs and/or associations: Representatives from33 member clubs were present. Absent

clubs/Assns. included: Capitol City, Columbus, Happy Hour, Paulsboro SA, Philadelphia and Salem.

Editor’s note: The following member clubs have missed at least three consecutive League meetings in 2006,

Columbus YC, Paulsboro, Philadelphia and Salem Boat Cl. and therefore not eligible to vote.

Approval of the Minutes: The minutes of the previous meeting were accepted as printed except that an

exception was taken to the fact that it named three member clubs who have not attended any league meetings

in the year 2006.

Officers and Committee Reports:

Officer Reports: President Jusino mentioned that Bob Grace, former Treasurer, has had cardiac surgery

and is doing very well during his recovery. 1st. VP Maloney mentioned that a Del. River fishing group has

expressed interest in the VX dumping issue; 3rd VP Hart mentioned that the Quaker Cities currently alive and

well.

Audit and Budget: No report.

Awards & Grant: One application has been received.

Banquet: Date February 24, 2007.

Boater Voter Coalition: No report.

C.B.Y.C.A: J. Garlotta reporting, change of watch celebration on or about Dec. 21st.

Cruise: Bocock reporting-Bob Grace will be working with this committee.

Fleet Surgeon: Harry (Doc) Borgersen reporting on the current flu season, adequate amounts of vaccine will

be available.

Marine Legislation, National (NBF): Jerry D requesting inputs for the next meeting in Portsmouth VA.,

New Jersey Legislation, discussed the new 71/2 % sales tax applied to many boating related dues and fees.

Jerry also mentioned legislation, Maritime Debris Bill, that will require marine equipment operators to report

loss of large pieces of equipment lost overboard including trash; PA, PBA State mtg. Oct. 21, PA F&B

Comm. Hdqtrs., Harrisburg, PA beginning @ 9:00a; two more boating related deaths in PA., Rails to Trails

director’s position is open; discussed the insurance aspects of opening private property to the public

Pageant: No report.

Picnic: Butch Gricco reporting: date for picnic results of competitions Quoits- Anchor; Horseshoes West End

Boat Club; Volley Ball-Camden City; Tug-o-war, mens-Wissinoming, womens-Pennsylvania; King of the

Delaware-John Hutchinson. Butch thanked all who helped with the event including Brian Sproul, Juice,

Riverside. The event was profitable [Deleted on Web Site]

 

Public Affairs: No report.

Regatta: No Report

Shoreline Planning: No report

Safety: Ron Blackeby mentioned that there is a requirement for clubs where gasoline is sold to have signs

stating that only the vessel owner or operator shall dispense the fuel. He also suggested that all passengers

debark from the vessel.

Yearbook: Cover competition at Nov., ‘06 meeting NPBC; costs to be the same as in yr.’06; color ads due @

Dec., ‘06 mtg., club pages Jan.,’07 see Ms Barbara Gricco for specific details.

UNFINISHED BUSINESS None;

NEW BUSINESS

o. A motion was made, seconded and approved to pay the Stein, the Florist’s bill.

o. A discussion was held concerning officer uniforms, a working group was formed by Pres. Jusino for that

purpose.

o. The Awards/Grants committee announced that the application submitted by the Del. River Sailing School

has been approved. It was accepted with thanks by W. Garwood, DRSS Trustee.

o. President Jusino announced that the current Secretary W. Garwood will not be a candidate for

Secretary, yr. ’2007.

o. Farragut Sportsmens Assn. 100th Anniversary was mentioned.

GOOD AND WELFARE

o. Many League events, closing days etc. were mentioned, see year book & web site for details.

FINANCIAL REPORTS

 A motion was made, seconded and approved to pay the bills.

CLOSING: A motion was made, seconded and approved to adjourn meeting @ approx. 2210 hours.
