MINUTES - D.R.Y.L. Meeting hosted by Quaker City Yacht Club on July 3, 2007

OPENING: Meeting called to order @ 8:05pm. President Jusino introduced Commodore Joe O’Hara who welcomed the DRYL back to Quaker City YC and hopes to have more events in the future.

ROLL CALL OF OFFICERS: All present, except financial secretary, Mike Kovacs.

ROLL CALL OF COMMITTEE HEADS/ORGANIZATIONS: All present except Fred Saunders, Regatta.

ROLL CALL OF CLUBS: 31 clubs present

APPROVAL OF MINUTES: Minutes were corrected and accepted.

OFFICERS & COMMITTEE REPORTS

President: President Jusino thanked Raccoon Creek Boat Club, Riverside Yacht Club and Farragut Sportsmen’s Association for hosting recent events that he attended. Juice and first vice president, John Maloney, visited prospective DRYL club, Riverwinds YC, for observation of proceedings and possible acceptance into the DRYL. Juice also mentioned that Rex and Shelly Beers were not in attendance because their daughter is in the hospital and not doing well. He asked members to keep her in their prayers.

3rd Vice President: Steve Zielinski – no report.

Secretary: Rick Patton – no report.

Audit & Budget: Bill Branchide – no report.

Banquet: Mary Jusino – no report.

Cruise: Bob Grace – reported all spots full for cruise that will begin 7/14. Bob reviewed itinerary and welcomed anyone who would like to meet up with the cruise and join activities by car to do so.

Donations – no requests.

Fleet Surgeon: Doc Harry – noted first aid is the responsibility of all boaters. Doc covered two conditions that could occur while boating:

Hyperthermia - Body temperature too high – above 98.6 degrees. Try to bring temperature down by moving to cooler place or with cold beverages or by wetting down.

Hypothermia – Body temperature too low. Try to bring body temperature up using extra clothing (like a DRYL sweatshirt) or hot beverages.

NJ Legislation: John Honer – List of 22 laws in process was reviewed and nothing is currently moving. Emergency Planning – keep your guard up while boating. Look for and report any suspicious behavior.

Pageant: Toni Nespola – acknowledged 7 attending princesses. All money, princess applications and docking information should be turned in by now. Dock assignments/information will be issued at the 8/7 meeting. Please sell raffle tickets as this money helps with the cost of running the pageant. Princess interviews will be held Wednesday, August 8th at Cannstatters. Parking at Dave & Busters will be $8 and parking at Penn’s Landing will be $15. Please do not give your princesses any flowers prior to the pageant. Flowers will not be allowed into the Seaport Museum. Toni reviewed pageant day itinerary. Need to be at Seaport Museum at 4pm but doors will not open until practice run has been completed for princesses. Invite all past queens and princesses to attend. Juice has asked that each club have 2 officers in full uniform for the honor guard at the pageant. Let him know so he can make up a list.

Picnic: Joe Gricco – Tickets still available. All docking, including boat sizes and electric requirements, and King of the River applications must be in by 8/7 meeting. Next meeting of the Picnic Committee will be 8/25 at Harbor Lights.

Public Affairs: Bill Garwood - no report.

Regatta: Fred Saunders – no report.

Safety: Ron Blackeby – Distributed a flyer on proper way to deploy protective fenders.

Shoreline Planning: Joe Campbell – Taxes for clubs and organizations -Bill #4865, which addresses amendment to original bill on sales tax that may exempt certain clubs and organizations from charging tax. Also discussed Bill #1801 regarding fuel taxes collected may be distributed to boating funds.

Webmaster: Bryon Campbell – 1938 & 1939 DRYL yearbooks have been reproduced on website. 2007 yearbook will be on soon. Bryon asked that all clubs submit pictures of events and he will post them on the site.

Yearbook: Juice announced all but 2 payments have been made for ads in 2007 yearbook and reiterated a profit was made

Boater Voter: No report

CBYCA: Bob Williams – no meeting in July. Next meeting will be 8/8 at Baltimore YC and will include nominations for new officers.

National Boating Federation (NBF): Bob Williams – no report.

Pennsylvania Boating Association - SE (PBA): Rex Beers – full report will be given at next meeting. State meeting will be 7/14 in Harrisburg.

UNFINISHED BUSINESS

Juice and John Maloney attended a meeting of Riverwinds YC. Recommendation that Riverwinds be accepted as DRYL (one year probationary) members was received with a unanimous vote to accept.

Riverwinds Commodore, Mark Brasberger, thanked everyone and said he and his members hope to get around to the various clubs on the river.

Letter to legislators in regard to the lemon law for boats will be completed and sent by next week.

Juice talked about "DRYL uniform" information and costs connected with it. Hopes to have officers in uniform by next banquet.

Graywater issue still pending. Still trying for amendment to current law, which disallows any discharge.

Poker Run applications will be on website soon ($20 per hand plus $5 for extra card).

NEW BUSINESS

Bristol YC will host breakfast as a Poker Run departure point. Doc has requested $100 to be donated from DRYL Poker Run fund which led to a motion to give each of the three starting point clubs (Bristol YC, Farragut SA, and West End YC) $100 to help pay for breakfast. Motion was approved. Starting time for Poker Run is 9am. Finish point is Farragut SA.

$4525 to Toni for pageant expenses/deposits.

Fast frigate "Farragut" is docked at Penn’s Landing.

FINANCIAL REPORTS

 A motion was made, seconded and approved to pay the bills.

GOOD AND WELFARE

Twice in June, Delanco Township has released raw sewage into river which is finding its way to Clarks Landing and Riverside Marinas. Township says it is storm run off. Juice recommended a committee contact Tracy Carluccio at Delaware Riverkeepers to look into this matter.

Princess Anna, National Park, thanked clubs that donated and supported her for her upcoming trip to Europe.

First annual dinghy poker run at HLYC on July 7th

Regatta on Schuykill River is looking for power boat to set up bouys

Mini yacht stock at West End on July 21st Tickets are $10 in advance and $15 at the door.

Winner of the 50/50 received $55
